Experience Bar is the long bar at the bottom of the User Interface that tracks the increase or decrease in XP (Experience). These 20 partitions, which represent 5% of the Max XP for your current level, will fill with bright blue as you gain experience. Light blue represents Recoverable XP, which can be bought back with Kinah from a Soul Healer. Hovering over the bar will display Current XP/Max XP for Level.
